SNA Calabria Training Center

The Territorial Center of the National School of Administration (SNA) of Reggio Calabria , established by Prime Ministerial Decree of 11 December 2023 and officially operational from 15 December 2023, was born at the instigation of the President of the Calabria Region Roberto Occhiuto and the then Vice President Hon. Giusi Princi, together with the Rector of the Università Mediterranea di Reggio Calabria Giuseppe Zimbalatti, the Calabrian Parliamentarian Francesco Cannizzaro and the Minister for Public Administration Paolo Zangrillo.

Located in Palazzo Zani, home of the Università Mediterranea di Reggio Calabri, the Center is a hub for advanced training for public administration personnel, offering specialized training programs focusing on rights, immigration, and the implementation of the PNRR and other programs funded by EU funds.

The Center's educational approach is multidisciplinary and integrates disciplines such as law, economics, applied computer science, and behavioral sciences. 

The goal is to provide public employees of local authorities and public administrations with specialized skills to improve the effectiveness of administrative action and promote a more modern and efficient administration.

To coordinate training activities, the Centre is managed by a Coordination Committee , composed of representatives of the institutions involved:

  • Hon. Giusi Princi , for the Calabria Region - President;
  • Dr. Paolo Vicchiarello , Head of the Civil Service Department;
  • Dr. Immacolata Postiglione , for the National School of Administration;
  • Prof. Daniele Cananzi , for the Università Mediterranea di Reggio Calabria.

The Committee is supported by a  Technical Directorate, coordinated by Prof. Daniele Cananzi and composed of:

  • Dr. Giovanna Barreca , for the Calabria Region;
  • Dr. Alessandra Cinquantaquattro , for the SNA;

The Directorate's functions include managing enrollment, supporting course management, communicating, organizing training events, and coordinating course evaluation and certification activities..

Since its inception, the Center has designed/implemented various training activities, structured into targeted courses, with the aim of providing operational tools and advanced skills to participants:  

  1. Course "Effective Communication in Local Authorities" – 2 Editions
    • 1st Edition: July 16 and 17, 2024;
    • II Edition: November 21 and 22, 2024;
    • Locations: Polo SNA RC and Università Mediterranea di Reggio Calabria;

  2. Course "Project Planning Support in the Context of European Cohesion Policies" – 2 Editions

"Training and Transparency in Public Administration" – Transparency Day

November 28, 2024 - Università Mediterranea di Reggio Calabria.

Main topics covered: integrating artificial intelligence into public administration, the principle of trust in the new Procurement Code, and strengthening public-private partnerships.

Course "Public Procurement with MePA RDOs: Simple, Fast, and Transparent"

Made in collaboration with SNA, MEF, CONSIP;

Main topics covered: MePA Portal, Management of Simple and Advanced Requests for Quotation (RFQ), Optimization of purchasing activities through Catalogue Ordering.

Certificates issued throughout Italy: 10,066.

PUBLIC NOTICE FOR EXPRESSIONS OF INTEREST IN THE ACQUISITION OF RATE PROPOSALS FOR OVERNIGHT STAY AND BREAKFAST, WITH ACCOMMODATION IN A SINGLE OR DOUBLE ROOM FOR SINGLE USE, FOR NON-SNA EMPLOYEES

In addition to being a training center of excellence, the Center has proven to be a driving force for the region's economic and tourism development. The initiative not only promotes the development of human capital, but also enhances the local hospitality system, generating new opportunities for the tourism and commercial sectors. Participation in this initiative allows industry professionals to increase their visibility nationally through inclusion in an official list that will be published on the SNA's institutional website. This tool facilitates access to the best hospitality solutions for faculty and course participants, further contributing to the promotion and development of the local economic fabric.

Despite its recent establishment, the SNA Center in Reggio Calabria has quickly positioned itself as the leading Italian training center, followed by the one in Piedmont. This achievement highlights the strategic role of training in the modernization of public administration and underscores the growing importance of Calabria in the national landscape.

Born from the need to enhance the skills of public employees and, at the same time, support the local economy, the Center is a key element in bridging the gap between Northern and Southern Italy. Its highly qualified training programs are contributing to the growth of local institutions, the development of competent leaders, and the construction of a more effective and efficient public administration.

  2. Integrated security policies.

 To ensure effective teaching, places are limited. In the event of oversubscription, applications will be placed in the order in which they arrive and based on the relevance of the professional profile to the course objectives.

 

Please note that application and any subsequent participation in the courses are subject to authorization from the relevant administration. Sending the aforementioned authorization to the Center Secretariat is not required.


1. Principles of public management

The course introduces the main elements of management and organization in public administration. It provides skills in organizational behavior, change, and project management, also through active teaching methods based on case studies and simulations.

  • Beneficiaries:  Managers (primarily) and non-managerial staff of public administrations (territorial offices) and local authorities in Calabria.
  • Dates: April 15, 16, 22, 23, and 24, 2026.
  • Headquarters: Palazzo Zani, Reggio Calabria.
  • Duration and delivery: 30 hours divided into 5 days of classroom lessons.
  • Key topics: Introduction to management and organizational principles and determinants of individual behavior; organization and project management in complex organizations; analysis of organizational context and processes; management of organizational change, resistance, and the impact and implications of AI.

2. Integrated security policies

The course offers a toolkit for managing urban safety and interinstitutional coordination, including impact assessment. It utilizes active teaching methods, including case studies and simulations. 

  • Beneficiaries: Managers (primarily) and officials of public administrations (territorial offices) and local authorities in Calabria.
  • Dates: April 20, 21, 29, and 30, 2026.
  • Headquarters: Palazzo Zani, Reggio Calabria.
  • Duration and delivery: 24 hours divided into 4 days of classroom lessons.
