PA 110 cum laude
PA 110 e lode is the project promoted by the Ministry of Public Administration to allow public employees access to tertiary education (degree courses, specialization courses, and master's degrees) at favorable conditions and to encourage reskilling (developing new skills more in line with the new challenges of public administration) and upskilling (expanding one's capabilities so as to be able to grow and professionalize one's contribution).
Pursuant to the Protocol between the Minister for Public Administration and the Università Mediterranea di Reggio Calabria, public employees may enroll in the following courses of study in the 2025-2026 academic year:

Enrollment in the PA 110 cum laude courses is subject to the subjective requirement of "public employee" status, i.e., being employed on a permanent or fixed-term basis, except as provided in paragraph 3 below, by one of the public administrations pursuant to art. 1, paragraph 2, Legislative Decree no. 165/2001. This requirement must be met upon enrollment in the course and self-certified pursuant to art. 46 of Presidential Decree no. 445/2000. The University, as well as the Department of Public Administration (DFP) through the Public Service Inspectorate, reserve the right to conduct random checks on the declarations made.
Access to the PA 110 cum laude degree courses indicated in the introduction is subject to passing entrance tests, assessing knowledge, or assessing personal preparation based on the standard admission procedures established by the regulations of each degree course.
Public employees may benefit from the benefits provided for the entire duration of their employment with the public administration. Should the employment relationship end, students no longer having public employee status will continue to be subject to the University's standard tax regime starting from the academic year following the one in which they were enrolled as public employees.
Public employees who have already earned a degree from an Italian or foreign university or who have earned university credits and who request, upon enrollment, to shorten their studies can obtain recognition of their previous academic career .
Attendance at degree courses is not mandatory; however, it is mandatory for workshops and internships, as per the individual course regulations. Teaching is delivered in person , and assessments are conducted exclusively in person.
Public employees may benefit from the benefits provided for the entire duration of their employment with the public administration. Should the employment relationship end, students no longer having public employee status will continue to be subject to the University's standard tax regime starting from the academic year following the one in which they were enrolled as public employees.
The annual amount of fees under the 110PA e Lode Protocol is established as follows :
- Regional tax due according to the ISEEU bracket to which you belong, as per the annual Study Manifesto ;
- Stamp duty pursuant to Presidential Decree 26 October 1972, n. 642;
- Annual Comprehensive Contribution (COA) - determined according to income classes established based on the Equivalent Economic Situation Indicator - ISEE valid for requesting subsidized benefits for the right to university education (ISEEU), to which a discount of €330.00 will be applied, with the following conditions:
- with COA ≤ €330.00 the COA amount will be zero;
- with COA > €330.00 the amount of the COA will be equal to the part exceeding the amount of €330.00.
The Department of Civil Service provides each public employee enrolled in a course of study within the "PA 110 e lode" curriculum at each university with a contribution equal to 50% of the tuition fee incurred, in the form of a reimbursement. This reimbursement is granted to each public employee student at the end of each academic year, provided that the criteria set forth in the specific memoranda of understanding/implementation agreements signed by the universities participating in the "PA 110 e lode" initiative are met, regarding the progress of training activities and completion of training courses. Specifically, students enrolled in degree programs benefit from the contribution if they earn at least half the required credits for each year of the program, and in any case for a maximum number of years equal to the legal duration of the program plus two. The calculation includes only credits earned from exams taken at the university where the employee is enrolled to attend a "PA 110 e lode" program; training credits recognized for the year following validation of qualifications already acquired are excluded.
Participation in the "PA 110 e lode" initiative is incompatible with any other scholarship, grant, subsidy, or other disbursement, however named, recognized by any public or private entity, intended to support study, without prejudice to the legislation on the right to education for determining the subsidized student contribution based on the ISEE.

Public employee students who intend to enroll or renew their enrollment in one of the courses listed above must follow the instructions in the next section.
