PA 110 cum laude

PA 110 e lode is the project promoted by the Ministry of Public Administration to allow public employees access to tertiary education (degree courses, specialization courses and masters) at favorable conditions and to encourage reskilling (i.e. developing new skills more in line with the new challenges of Public Administration) and upskilling (expanding one's skills so as to be able to grow and professionalize one's contribution).

In application of the Protocol between the Minister for Public Administration and the Mediterranean University of Reggio Calabria, public employees can enroll in the following courses of study in the academic year 2024-2025:

  • Education and training sciences (in class L-19) n. 100 places
  • Economics (in class L-33) n. 50 places
  • Jurisprudence cu (in class LMG/01) n. 100 places
  • Economics (in class LM-56) n. 50 places.

For the three-year, master's and single-cycle master's degree courses, it is possible to obtain recognition of certifiable knowledge, skills and abilities, possibly acquired in a work-related and professional context, assessed in their full autonomy by the competent teaching bodies, in compliance with current legislation and up to a maximum of 12 training credits .

It is possible to obtain recognition of previous academic career for public employees who have already obtained a qualification from an Italian or foreign university or who have acquired university credits and who request, at the time of enrollment, the abbreviation of their studies.

Attendance at classes for bachelor's, master's and single-cycle master's degree courses is NOT mandatory . Teaching is provided in person and at the same time remotely in synchronous mode (through videoconferencing platforms) and in asynchronous mode (through video-recorded lessons), to allow greater autonomy in organizing study times and places.

Profit tests are carried out exclusively in person.

Any propaedeutic requirements between exams indicated in the Teaching Regulations of the study courses are not applied.

Public employees already enrolled in the course of study can adhere to the conditions set out in the protocol provided they meet the required requirements.

In derogation from the University Regulations, the annual amount of fees is established as follows :

  • Regional tax due according to the ISEEU bracket to which you belong, as per the annual Study Manifesto ;
  • Stamp duty pursuant to Presidential Decree 26 October 1972, n. 642;
  • Annual Comprehensive Contribution (COA) - determined according to income classes established on the basis of the Equivalent Economic Situation Indicator - ISEE valid for requesting subsidized benefits for the right to university study (ISEEU), to which a discount of €330.00 will be applied, with the following conditions:
    • with COA ≤ €330.00 the COA amount will be zero;
    • with COA > €330.00 the amount of the COA will be equal to the part exceeding the amount of €330.00, up to a maximum of €405.29.

The Department of Public Service recognizes to each public employee enrolled in a course of study included in the “PA 110 e lode” training offer of each University, a contribution equal to 50% of the cost of registration incurred, in the form of a reimbursement. This reimbursement is recognized to each public employee-student at the end of each academic year, provided that the criteria set out in the specific memoranda of understanding/implementation agreements signed by the universities participating in the “PA 110 e lode” initiative are respected, relating to the progress of the training activity and the completion of the training courses. In particular, students enrolled in degree courses benefit from the contribution if they obtain at least half of the CFU required for each year of the course and in any case for a maximum number of years equal to the legal duration of the course plus two. The calculation includes only the CFU deriving from exams taken at the university at which the employee is enrolled to attend a “PA 110 e lode” course of study; training credits recognized for the year following validation of qualifications already acquired are excluded.

Public employees enrolled in courses of study that benefit from the contribution referred to in the previous point cannot request reimbursement of registration fees following the possible obtaining of a scholarship.

The student who wishes to enroll part-time must agree, before enrolling, on a training program with a number of credits varying between 18 and 45 credits instead of the 60 credits/year required (so-called part-time). The part-time student must complete the training curriculum within a maximum number of years equal to the legal duration of the course plus two. Those who obtain authorization for the part-time regime are entitled to a reduction in the single comprehensive contribution in the amount indicated in the table below:

- first and second year of part-time enrollment: 90% of the enrollment fees due, plus the Regional Tax and stamp duty;

- third year of part-time enrollment: 80% of the enrollment fees due, plus the Regional Tax and stamp duty;

- subsequent years of part-time enrollment: 60% of the enrollment fees due, plus the Regional Tax and stamp duty;

If the number of applications for enrollment is greater than the number indicated for each course of study, a selection test will be carried out.

For anything not provided for in the above-mentioned Manifesto, full reference is made to the Memorandum of Understanding between the Minister for Public Administration and the Mediterranean University of Reggio Calabria in force, signed on 17 February 2022 for the implementation of the PA 110 e lode initiative.

Pursuant to art. 7 of the aforementioned Memorandum of Understanding, public employee students who intend to enroll by September 30, 2024 in one of the courses referred to in the previous art. 1, paragraph 1 are required to follow the instructions given on the dedicated web page of the institutional website, which will be drawn up by the Heads of the competent Areas in line with the provisions of the Manifesto issued by DiGiES, the Memorandum of Understanding and, where compatible, the General Part of the Manifesto degli Studi aa 2024-2025.

Before proceeding with registration, we advise that the Esse3 platform calculates taxes based on the ISEE certification, therefore in the highest bracket. At this stage, the amounts indicated and the related MAV must not be taken into account : a subsequent check will be carried out to confirm the status of public employee with the related recalculation of taxation based on the above.

After enrollment, it is necessary to fill out and send the attached form  to the Protocol Office ( [email protected] ).
